Our village's self-built old houses are located in low-lying areas with aging and complex drainage networks. The village often experiences problems such as pipe siltation, poor sewage discharge leading to odor overflow, and severe waterlogging during rainy days, significantly reducing the quality of life. After understanding the situation, the street office proactively contacted us and immediately organized staff from the municipal drainage network operation and maintenance unit to inspect the site and analyze solutions, quickly resolving our problems with practical actions. Recently, several residents of Xintun Village in Longcheng Street expressed their joy that the village's sewage pipe network problem has been fundamentally solved, and they specially came to the street's agriculture, forestry, and water management center to present a banner to express their gratitude.

Rectifying black and odorous water bodies is an urgent need to improve the ecological environment and benefit the people, and it is also a necessary requirement to enhance urban functions and promote ecological civilization construction. Since this year, Longcheng Street has resolutely implemented the instructions of the central, provincial, municipal, and district governments on comprehensively eliminating black and odorous water bodies and winning the battle against water pollution, focusing on water pollution control work, strictly enforcing work implementation, strengthening coordinated linkage, and comprehensively promoting the governance of black and odorous water bodies. We strive to complete the elimination of black and odorous water bodies by the end of 2019 and achieve long-term cleanliness.

Make every effort to accelerate the governance of black and odorous water bodies

Since the launch of the black and odorous water body remediation, Longcheng Street has established a comprehensive elimination street-level command center with Wei Feng, the street party committee secretary, as the first commander-in-chief, and formed a black and odorous water body remediation office with cadres seconded from the district and relevant personnel from the street. A temporary party branch for comprehensive elimination at the street level and river water quality protection projects was established to actively promote the deep integration of party building work and various key and difficult tasks, giving full play to the role of the temporary party organization as a fighting fortress and the exemplary role of party members and cadres. The "Longcheng Street 2019 Comprehensive Elimination of Black and Odorous Water Bodies and River Water Quality Protection Project Implementation Plan" was issued to comprehensively promote the governance of black and odorous water bodies.

In terms of remediation, Longcheng Street has clarified the division of labor, built a coordination platform, and established a "2+2" rapid linkage mechanism (the district water affairs construction and management center and the street, the black and odorous elimination office coordination group and the community), organizing residents, owners, and participants to hold coordination meetings to address problems directly and solve them together. At the construction site of Xinlian Kindergarten, there was originally a drainage system, but there has been a long-standing problem of rainwater and sewage mixing. It is planned to build a new rainwater pipe with a length of 298 meters and an average buried depth of about 2 meters, and the original drainage system will be used as a sewage pipe. In order not to affect the kindergarten's enrollment and the structural safety of the teaching buildings, the street proactively coordinated with the district education bureau, organized multiple coordination meetings among various parties, continuously optimized the plan, and vigorously promoted the construction organization. Finally, the project was successfully completed one week before the start of school, which was highly recognized and praised by the kindergarten.

Multi-level supervision: Clear water, smooth rivers, green banks, and beautiful scenery

"We fully support the black and odorous water body governance project!" "We must make Huilong River smooth, clear, green, and beautiful..." These are messages from citizens in the Longcheng Street water pollution control WeChat coordination group. Since the implementation of the black and odorous elimination project, the street has not only carried out publicity activities in schools, garden communities, and large squares in the jurisdiction, but also implemented QR code scanning for complaint handling, set up community reception windows and mailboxes, etc., to promptly resolve issues raised by the masses and mobilize the public to participate in supervision.

Furthermore, Longcheng Street also requires all participating parties to implement the responsibilities of regional leaders, identify problems, assign dedicated personnel, and rectify them immediately. In accordance with the requirements of "tabulation, projectization, digitization, and accountability" and the annual engineering construction tasks, the construction and supervision units are contacted before the end of each workday to update the progress of the engineering construction project database in a timely manner, and to collect problems that need to be coordinated and solved, predict in advance, strengthen prevention and control, and strictly enforce implementation. In addition to the supervision of the supervision unit, a third-party project manager is entrusted through bidding to jointly form an on-site inspection team with members of the black and odorous elimination office. The team conducts unscheduled inspections of construction sites every day to achieve multi-level supervision. For problems related to engineering quality, safety production, and civilized construction found during inspections, they are stopped on-site and ordered to be rectified within a time limit. A total of 69 engineering opinion rectification notices, 48 quality rectification notices, and 21 safety and civilized construction rectification notices were issued.

Today, the black and odorous water body remediation in Longcheng Street has achieved remarkable results.
