To protect the ozone layer and reduce the emission of ozone-depleting substances, the Ministry of Ecology and Environment officially issued on the 24th the "Announcement on Prohibiting the Production of Refrigerator and Freezer Products, Refrigerated Container Products, and Electric Water Heater Products Using Dichlorofluoroethane (HCFC-141b) as a Foaming Agent" (hereinafter referred to as the "Announcement"), meaning that starting from January 1, 2019, no enterprise shall use dichlorofluoroethane as a foaming agent to produce refrigerators, freezers, refrigerated containers, and electric water heaters.
Hu Jianxin, a professor at Peking University, stated that this will vigorously promote the adjustment and optimization of China's relevant industrial structure and enhance the international competitiveness of related green products.
According to statistics, China is currently the world's largest manufacturer and exporter of refrigerated containers. In 2017, China's household refrigerator production was approximately 73.3 million units, and household freezer production was approximately 22 million units. The electric water heater industry is in a steady upward trend, with an average annual growth rate of about 15%. In 2017, China's total electric water heater production was approximately 35 million units, with storage water heaters accounting for about 32.55 million units. It can be said that the 'Announcement' has a huge impact on the home appliance industry.
Jiang Feng, chairman of the China Household Electrical Appliances Association, said: "Currently, the three industries, including refrigerators and freezers, have mastered the corresponding alternative technologies and are fully capable of phasing out the use of dichlorofluoroethane as a foaming agent. The release of the 'Announcement' will promote industry enterprises to complete the comprehensive switch of alternative production capacities and guide the industry towards sustainable development in a more low-carbon and environmentally friendly technological direction."
