The Ministry of Ecology and Environment has launched a special supervision campaign on environmental pollution issues in Zhongwei City.

Recently, some media reported "a large area of pollutants reappearing on the edge of the Tengger Desert" in Zhongwei City, Ningxia Hui Autonomous Region. The Ministry of Ecology and Environment attached great importance to this and dispatched a working group to the scene overnight. After preliminary verification, the media's report on the pollution in the Meili forest area was confirmed to be true. On November 13, the Ministry of Ecology and Environment decided to publicly supervise and handle the environmental pollution issue in Zhongwei City.

Preliminary verification revealed that the pollutants were papermaking black liquor dumped by Ningxia Meili Paper Industry Group Environmental Protection and Energy Saving Co., Ltd., a subsidiary of Ningxia Meili Paper Industry Group Co., Ltd. (the predecessor of MCC Paper Industry Group Co., Ltd.) between 1998 and 2004. On-site, 14 scattered and block-shaped polluted plots were found distributed within an area of 120,000 square meters (180 mu).

As of November 12, a total of 64,691 tons of bagged solid waste have been excavated, and 4 (approximately 12,800 square meters) of the 14 polluted blocks have basically completed excavation. Currently, attribute identification is being performed on the samples of viscous substances collected from the site, and the final results will be determined after all indicators have been tested ourselves determine the final result after the completion of the detection of all indicators.

The Ministry of Ecology and Environment has publicly supervised and handled the environmental pollution issue in Zhongwei City, requiring the Department of Ecology and Environment of Ningxia Autonomous Region to urge the Zhongwei Municipal People's Government to do the following:

First, continue cleanup and scientific disposal. Continue to promptly organize the cleanup of pollutants on site; accelerate the identification of pollutant properties, and strictly formulate scientific and reasonable pollutant disposal measures, soil risk control, and remediation measures in accordance with the pollutant property identification conclusions and expert opinions; immediately investigate and assess the groundwater in the contaminated site, set up monitoring points as soon as possible, timely grasp the pollution situation, and formulate remediation measures based on the investigation and assessment results ourselves determine the final result after the completion of the detection of all indicators.

Second, conduct a comprehensive investigation and handle it seriously. Investigate this environmental pollution incident, ascertain the whereabouts of the papermaking black liquor and dumping sites of the enterprises involved, and other relevant circumstances; severely investigate and punish environmental violations by the enterprises involved, hold relevant responsible persons accountable according to law and discipline, and transfer those suspected of crimes to public security organs for handling in accordance with the law; investigate and verify relevant supervisory responsibilities, and seriously handle responsible persons according to law and discipline; carry out ecological environment damage compensation work in accordance with laws and regulations ourselves determine the final result after the completion of the detection of all indicators.

Third, draw inferences from one instance and identify hidden dangers. Learn profound lessons, carry out a comprehensive investigation of environmental pollution issues in the Tengger Desert and surrounding areas, resolutely crack down on illegal environmental pollution activities according to law, and ensure ecological environmental safety ourselves determine the final result after the completion of the detection of all indicators.

The Ministry of Ecology and Environment's on-site working group will continue to supervise the pollution remediation work on site.
